    ADB Loan No. 2407-PRC: Gansu Baiyin Urban Development Project     EASEN was awarded the Asian Development Bank (ADB) Loan No. 2407-PRC: Gansu Baiyin Urban Development Project. The project consisted of five components:   Southern Baiyin infrastructure Baiyin District road improvements Pingchuan Road improvements Baiyin District heating services Capacity development and institutional strengthening           Consulting services included three sub-components:         Project Implementation Support:   Hands-on training and operational guidance in project management Assist preparation and review of the bidding documents/bid evaluation documents for both civil works contracts and equipment contracts Assist contract management during project implementation Establish a sound financial management system between Project Management Offices (PMOs) and Implementation Agencies/Project Implementation Units (IAs/PIUs) Technical review of engineering designs in accordance with design codes as well as national and international standards Construction inspection and supervision on key construction components for quality control Provide assistance to help the Executing Agencies (EAs) and Project Management Offices (PMOs) Develop a detailed and effective project performance monitoring system     Environmental Management System for Southern Baiyin Industrial Zone:   Develop a detailed operational mechanism for interaction in the 3-tier Environmental Management System (EMS) Develop a set of relevant draft environmental regulations Develop a Centralized Environmental Management Information System (CEMIS) to be set at the satellite office of the Baiyin Environmental Protection Bureau Identify the software and miscellaneous equipment required Prepare procurement packages for the CEMIS Develop the CEMIS user manual and provide training on data collection and maintenance, system operations and maintenance, reporting, and early warning functions of the system Prepare public awareness brochures and media education materials for EMS and provide training accordingly     Geographic Information System Based (GIS-based) Urban Planning and Road and Bridge Management System:   Evaluation of the existing GIS-based urban management system and develop a plan for upgrading and expansion Develop the urban planning and road and bridge management module for the Urban Planning and Bridge Management System (UPRBMS) Develop the design framework, software and hardware requirements, and detailed technical specifications for the GIS-based UPRBMS, as well as additional requirements Prepare procurement packages, then conduct procurement of the equipments required for GIS-based UPRBMS and supervise installation Develop the GIS interface and connection to the existing urban development management system Develop the GIS-based UPRBMS user manual and provide operational training on data collection and maintenance, system operation, and maintenance     This project started in 2009 and was completed in 2011.

    Financial Analysis of Shenyang Offshore Water Supply Plant     During the Project Appraisal phase, EASEN’s financial experts conducted the financial analysis for the Shenyang Offshore Economic Zone Water Supply Plant.   As part of this BOT Project appraisal, our experts assessed the potential growth of the plant’s operation, completed a financial forecast that included potential benefits for the investors and determined the sustainability of the project.   This project was implemented in October 2008.

  • ADB Loan No. 2328 PRC Anhui Hefei Urban Environment Improvement Project

    ADB Loan No. 2328 PRC: Anhui Hefei Urban Environment Improvement Project (AHUEIP)     EASEN signed for the Asian Development Bank (ADB) Loan No. 2328 PRC: Anhui Hefei Urban Environment Improvement Project (AHUEIP) to help implement a multi-sector urban infrastructure development project. This project will improve the urban environment and achieve long-term sustainable development in Hefei, Anhui Province. This project will contribute to and provide fundamental support to Hefei’s 11th Five Year Plan (FYP).   Project components include:   Improved water supply and wastewater management through the construction of wastewater treatment plants (WWTPs) and sewer network expansion Strengthened urban solid waste and landfill management River rehabilitation and flood control works Improved road infrastructure and traffic management in the Xinzhan Zone, with an innovative pilot traffic management and control system Institutional capacity building for effective and efficient project implementation and management       EASEN has been providing assistance to the Hefei Project Management Office (PMOs) and the Implementation Agencies (IAs) on the implementation, commissioning and operational elements of the project to ensure compliance with the policies and guidelines of the Asian Development Bank (ADB). EASEN's consultants will improve the urban infrastructure and environment of Hefei in Anhui Province and provide adequate support in technical, institutional, managerial, financial, and operational elements of the project.     This project started in 2008 and will be completed in 2013.

  • ADB Loan Inner Mongolia Environmental Project

    ADB Loan Inner Mongolia Environmental Project   EASEN managed Implementation Supervision & Institutional Strengthening for the Asian Development Bank (ADB) Financed Inner Mongolia Autonomous Region Environment Improvement Project, Inner Mongolia, China. The project was established in order to improve the overall condition of the environment in the regions of Erdos, Bayannur and Wuhai, as well as to improve the facilities management practices. The goal was to improve the environment by modifying and constructing the region's water supply, wastewater treatment, landfill and solid waste management, and central heating and natural gas facilities.   Policy dialogue with the government during project processing focused on:   Maximizing benefits to the poor and ensuring that the poor have sufficient heating by establishing specific gas and heating assistance programs Implementing market-based tariff reforms and improving billing collection Promoting private sector participation   The main objectives of the implementing consultancy were:   Assist the Executive Agency (EA) and Project Implementation Units (PIUs) in project management and monitoring Ensure engineering design, bidding and construction activities are well organized Provide guidance and assistance to the EA and PIUs following ADB’s standard procedures   This project started in 2008 and ended in 2012.
