  • ADB Loan 2526-PRC Xinjiang Transport and Environmental Improvement Project

    The Asian Development Bank (ADB) Loan 2526-PRC: Xinjiang Urban Transport and Environmental Improvement Project (Phase II) by the Xinjiang Uygur Autonomous Region Project Management Office (XUAR PMO)     EASEN was contracted for The Asian Development Bank (ADB) Loan 2526-PRC: Xinjiang Urban Transport and Environmental Improvement Project (Phase II) by the Xinjiang Uygur Autonomous Region Project Management Office (XUAR PMO). This project will expand urban transport and sanitation infrastructures, improve the environment, promote social-economic growth, and achieve sustainable development in the cities of Altay, Changji, Hami, Kuytun, and Turpan in the Xinjiang Uygur Autonomous Region (Xinjiang).   For this project, EASEN consulting experts will provide technical support and training in the fields of technology, institution, management, finance, and project implementation. Our experts will also develop the aspects of expertise in:     Efficient construction & operation of the facilities Functional areas covering, administration, finance and accounting Human resource development Financial sustainability Strengthening and promoting institutional competence building through overseas and domestic training EASEN will provide guidance and advice to local Project Management Offices (PMO) and Implementation Agencies (IAs) throughout the project implementation period on project construction conditions, ADB procedures and requirements, and operation and management of project facilities. EASEN will manage all electrical and mechanical equipment and control systems relative to:   Environmental monitoring Social development Resettlement and ethnic minority monitoring Management Information System (MIS) Project Performance Management System (PPMS) Financial management      EASEN will manage training programs in the following areas:   Project planning Construction management Operation and maintenance Financial management Environmental monitoring The expected outcome of this project is improved urban infrastructure and the achievement of the environmental objectives approved in the city master plans and the 11th Five Year Plan.   The project began in August 2011 and will finish in August 2014.

  • ADB TA 7225-PRC Technical Assistance for Sanchuan Energy Development Co., Ltd.

    ADB PPTA No. 7225-PRC: Improving Corporate Governance and Enhancing Institutional Capacity of Environmental and Social Management for Sanchuan Energy Development Co., Ltd.      EASEN was contracted for The Asian Development Bank (ADB) PPTA No. 7225-PRC: Improving Corporate Governance and Enhancing Institutional Capacity of Environmental and Social Management Project for Sanchuan Energy Development Co. Ltd. (Sanchuan), a developer of small hydropower plants in Yunnan Province, People’s Republic of China. In regards to this project, EASEN provided technical assistance in order to build capacity in environmental and social safeguards and establish good corporate governance.   At the corporate level, EASEN established an environmental and social unit (ESU) to oversee the environmental and social aspects of hydropower projects developed by project-level companies. The ESU staff members then prepared and implemented safeguards in subprojects which also included staff training. Finally, a monitoring and evaluation mechanism was built into the capacity building program.   EASEN also conducted a thorough examination and analysis of the existing corporate governance policies and practices of Sanchuan. Our experts recommended ways to become a well-run transparent company, consequently improving its performance and access to capital. The recommendations were in the form of an action plan outlining steps and a timetable for implementation. EASEN’s technical assistance (TA) consisted of two phases:       Phase 1: Environmental & Social Monitoring.   Determine environmental and social issues Establish an outline of the environmental and social tasks to be carried out Create a capacity building program to monitor and evaluate environmental and social issues       Phase 2: Corporate Governance & Financial Control.   Assure management transparency and accountability of company policies and practices Draft a corporate governance code outlining the role and responsibilities of the board of directors, including independent board members, subcommittees, board policies, and treatment of minority shareholders Assess current accounting and disclosure practices and internal controls for supervision of operational risks transaction controls, budgeting, and financial management Establish practices in compliance with International Financial Reporting Standards (IFRS) in order to participate in international and domestic capital markets Provide documentation to support enhanced internal auditing and control procedures Set out a model set of accounts and provide a plan for implementation, training, and capacity building   The project began in May 2011 and finished in June 2012.

  • World Bank Loan Ningbo New Countryside Development Project

    World Bank Loan Ningbo New Countryside Development Project   In May 2011, EASEN began implementation of the Capacity Building and Implementation Support for Chunhu Town Infrastructure Development Component under the World Bank Loan Ningbo New Countryside Development Project for Fenghua City Investment Co., Ltd. (FCIC). This project will last approximately 4 years, ending in May 2015. The Chunhu Town Infrastructure Development component aims to bring about closer ties between Chunhu Town, an important coastal town and urban center of the city, by improving the basic infrastructure and thereby tapping on the potential for development of the area.       The four components  of this project include the improvement of:     1. Chunhu-Fenghua Access Road 2. Chunhu-Fenghua Coastal Water Supply 3. Chunhu-Town Wastewater Management 4. Technical Assistance and Capacity Building   Consultants from EASEN will provide their service and expertise in the following areas:     Infrastructure design review: Review, evaluate, and comment on the design criteria, design principles and operational efficiency Bid document review and bid evaluations Review all technical portions of bid documents Provide detailed comments, advice, guidance, and recommendations on correct procurement procedures Project management and reporting: Establish a computerized project management information system Contract management and monitoring: Monitor and evaluate the project, and review the procedures Monitoring Safeguards Implementation: Monitor the overall implementation of environmental safeguards Development of a Business Plan for FCIC Development of a Training Plan and Implementation Support Dissemination of Project Outputs  This project started in May 2011 and will be completed in May 2015.

  • ADB Loan 44020-PRC Gansu Urban Development & Wetland Protection Project

    ADB TA 44020-PRC: Gansu Urban Infrastructure Development and Wetland Protection Project     EASEN was contracted for technical assistance (TA) for the Asian Development Bank (ADB) Loan TA 44020: Gansu Urban Infrastructure Development and Wetland Protection Project. This project improved the urban road and bridge infrastructure, water supply and sewerage systems, urban environment, and wetland protection in the cities of Dingxi and Zhangye in Gansu Province, the People’s Republic of China.   Tasks included the preparation of a feasibility study and investment project for possible funding by the ADB to support the government’s efforts of promoting integrated urban infrastructure development and environmental protection.   EASEN consultants provided the following services:   Review institutional arrangements for the project and assess the capacity of the Gansu Provincial Finance Bureau (GPFB), the project executing agency Prepare institutional capacity development programs for relevant project components concerned with roads, bridges, traffic management, water supply and wastewater treatment services, urban environmental management, and wetland restoration and protection in line with ADB’s Guidelines for the Financial Management and Analysis of Projects Propose a detailed, realistic, and operationally sound organization of the PMO to ensure efficient project implementation as well as an efficient structure for the (implementation agencies IAs Assess and determine interagency arrangements and coordination among roads, bridges, and water supply services and other municipal services during construction, and operation and maintenance of completed infrastructure facilities Design and conduct training workshops to cover ADB procedural requirements During implementation, identify consulting services required for further training programs. Assess the capacity of GPFB and IAs to undertake procurement in accordance with ADB requirements and guidelines Provide recommendations to improve the IAs’ corporate governance, internal audit, project and financial management, and environmental management, including wetland restoration and protection, with consideration of best international and national practices     The project started in May 2011 and was completed in December 2011.
